The base damage of lighning conduit was seriously too high. Let me explain. There is the golden rule in PoE spell balancing that says: average base damage = damage effectiveness*550. This holds very well across all skills, with a difference of plus/minus 10. The new Skill gem " lightning conduit " has the text "this Spells cast time is added to the cooldown if triggered". If you take "Cast While Channeling" for example that would mean the base Trigger CD of 0.35 plus the base cast speed of 0.5. Which sums up to 0.85. Now the Question is, which cast time is used.
